Innovation Enablement & Market Infrastructure (IEMI) assesses whether a jurisdiction's regulators perform the functions needed to enable responsible fintech innovation — accessible and connected engagement channels, proportionate authorization pathways, open finance/data-sharing infrastructure, and modern digital onboarding/eKYC frameworks — regardless of the specific organizational structure or label used to deliver them. The pillar follows a "function over form" principle: it rewards the coherence, accessibility, and operational implementation of these enabling functions, and treats legislative foundation combined with operational regulatory guidance as scoring higher than guidance alone.
